State Council White Paper: Accelerating the Phase-out of Hydrochlorofluorocarbons (HCFCs) Refrigerants
The white paper pointed out that to promote the reduction of non-carbon dioxide greenhouse gas emissions. China has always attached great importance to non-carbon dioxide greenhouse gas emissions. Specific policies and measures to control non-carbon dioxide greenhouse gas emissions have been specified in the National Climate Change Plan (2014-2020) and the work plan for controlling greenhouse gas emissions. Since 2014, financial subsidies have been given to the disposal of trifluoromethane (HFC-23). As of 2019, a total of about 1.417 billion yuan has been paid in subsidies, and a total of 65,300 tons of HFC-23 have been reduced, which is equivalent to a reduction of 966 million tons of carbon dioxide equivalent. Strictly implement the "Regulations on the Management of Ozone Depleting Substances" and the "Montreal Protocol on Ozone Depleting Substances", increase the research and development of environmentally friendly refrigerants, and actively promote the reuse and harmless treatment of refrigerants.
